UP: Democrats. The Democratic Party appears to have gained control of the state Senate, after a vote canvass increases John Lehman's lead over Republican incumbent Van Wanggaard to 834 votes in the recall race in Racine County. The state Government Accountability Board still must certify the results, and Wanggaard has not ruled out a recount request.
DOWN: UW students. For the sixth consecutive year, the UW Board of Regents raises tuition 5.5%, pushing annual tuition for in-state students over $10,000 for the first time at UW-Madison. UW System President Kevin Reilly proposed the hike to compensate for a drop in state aid.
