UP: Janell Kellett. The Sun Prairie woman is tapped to join first lady Michelle Obama during President Obama's State of the Union address Wednesday night. Kellett, whose husband, Maj. Michael Hanson, returned from Iraq two weeks ago, was chosen for her volunteer work with the Family Readiness Group, serving the National Guard's 32nd Infantry Brigade.
DOWN: Illegal parkers. The city of Madison intends to hike fines for illegally parked cars by $5 for about 40% of violations. The city writes 165,000 parking tickets a year, with fines now ranging from $20 to $100. The steeper fines are expected to raise an extra $200,000 a year.
