UP: Landmarks Commission. The Common Council upholds, by a 12-to-6 vote, a Landmarks decision to deny a certificate of appropriateness for an apartment project in the Mansion Hill Neighborhood. In 2010 the council overturned the commission, but this time the neighborhood preservationists win out.
DOWN: Voucher schools. Data released by the state Department of Public Instruction shows that students at private schools receiving taxpayer-funded vouchers do worse on state math and reading tests than students at public schools.
