The Wisconsin congressman's budget proposal - which calls for severe government cuts in the name of deficit reduction but gives away almost $3 trillion in tax breaks to the rich - passes the House on a mostly party-line vote but can't pass the Senate. And it's getting a lot of criticism from Dems, who say it gives them ammunition for the next elections.
