UP: Nonprofits. More than 6,000 small nonprofits in Wisconsin, including 650 in Dane County, were given until Oct. 15 to comply with a new federal filing requirement. Until 2007, nonprofits with less than $25,000 revenue had been exempt from filing a 990 form, which was due May 17. Groups that go three years without filing, as thousands have, could lose their tax-exempt status.
DOWN: Wisconsin schools. The state is again denied a share of $3.4 billion from the federal Race to the Top program. State schools superintendent Tony Evers grasps for a silver lining, saying, "Just by being among the 36 applicants for funding we laid the groundwork for major change in public education for the students, educators, parents and citizens of Wisconsin."
