UP: Observers. The state Department of Administration announces that people observing the daily Solidarity Sing Along won't be arrested as Capitol Police had previously threatened. In other words, it's okay to watch things happening in the state Capitol; just don't get involved.
DOWN: AnchorBank stockholders. AnchorBank, which was founded in Madison in 1918 and now has 50 locations around the state, files for bankruptcy after defaulting on $183 million in debt. Bank officials say the restructured bankruptcy will allow it to pay off its debts and bring in $175 million in new investment. But stockholders take a big hit, as shares drop 94% after the announcement. "It was terrible for the stockholders who have been trying to support AnchorBank by buying the stock," shareholder Tom Trotta tells the Wisconsin State Journal. "I personally lost thousands of dollars when the stock dropped on this announcement."
