The infant mortality rate among African Americans in Dane County, which drastically declined between 2002 and 2007, has escalated just as dramatically in the last three years. In 2010, 19.2 black babies died for every 1,000 born; the rate for white babies is 3.5. Public health officials say they're baffled by this trend.
