DOWN: Wisconsinites. The state Department of Administration releases details of how it will cope with $123 million in budget cuts by July. Hardest hit are the University of Wisconsin, which loses $46.1 million, the Department of Health Services, which loses $18.5 million, and the Department of Corrections, which loses $9.4 million.
