UP: UW-Madison. The UK's Times Higher Education ranks the university the 27th best in the world, up from 43 last year. The UW is the third-best public institution, behind University of Michigan and the University of California-Berkeley. UW Provost Paul DeLuca tells the Badger Herald: "It is very rewarding that we're a great public institution that draws 75% of our undergraduate student body from the state of Wisconsin."
DOWN: Homeless. A day shelter established by the city and Porchlight at the old Don Miller car dealership on East Washington Avenue closes. The shelter was opened to give the homeless a place to stay during the day since their traditional daytime haunts - the Capitol basement and Central Library - were off-limits through the winter.
