The agenda for Wednesday's Streetcar Study Committee is pretty short and includes time set aside for "Public Comment" which says:
This is an opportunity for the public to introduce and comment on issues for future Committee agendas; time of commentary is limited to three minutes per person.
There's also an item dedicated to discussing the mayor's proposal which would require "a Binding Referendum, in a Form to Be Approved by the City Attorney, Prior to Expenditure of City Funds to Construct a Streetcar or Commuter Rail System in the City of Madison." That proposal is co-sponsored by Alds. Zach Brandon, Austin King, Paul Van Rooy, Larry Palm, Noel Radomski, Lauren Cnare and Tim Gruber.
