Janesville resident Joe Latta, 66, falls into a pile of deep snow while getting his newspaper and then is buried by more snow from a plow. Latta lies in the snow for four hours before being spotted by a neighbor. "I was wondering if it was the end of my life and that maybe I'll see God," he told the Associated Press.

The state Legislature decides not to take up a bill pitched by Gov. Scott Walker that would increase the setbacks required for wind turbines, making it extremely difficult to build wind farms in Wisconsin. Walker vows to keep pushing for the restrictions.

Dane County Circuit Judge Sarah O'Brien sentences Kendrick Briggs, 17, to 10 years in prison for his role in the killing of Karamee Collins in June 2009. Briggs helped obtain the gun that Deandre Bernard used to kill Collins. Briggs testified against Bernard, who is serving a life sentence.
Gov. Scott Walker signs a bill giving companies a tax reduction between $92 and $316 for every job they add, depending on how big the company is. The tax cut is expected to cost $67 million over the next two years.

The Wisconsin State Journal reports that Denise Markham, 46, resigned from the Madison Police Department on Dec. 31 after an 18-month investigation uncovered several policy violations, including "overbearing, oppressive or tyrannical conduct." Markham was not found to have violated any laws. Despite her resignation, she remains on the payroll until Sept. 6, costing the city $44,000.

The Dane County Sheriff's Office uses its new "snowbulance," a toboggan-like unit large enough to hold a gurney and medical personnel, for the first time to rescue a 57-year-old woman who injured her knee while cross-country skiing in Governor Nelson State Park.
State Rep. Joe Parisi's camp releases a poll that shows him leading the race for Dane County executive with 28%. Eileen Bruskewitz places second, with 18%. See Jack Craver's report.

Senate President Mike Ellis (R-Neenah) announces that Gov. Scott Walker will look to refinance the state's debt as a way of balancing the budget. The state faces a $136 million shortfall for the fiscal year ending June 30; refinancing the state's debt could save between $145 million and $165 million. Ellis also suggests Walker will cut $20 million from SeniorCare.
Middleton High School goes into lockdown mode after a handwritten bomb threat is discovered. Police officers search the building and interview students before deciding the threat wasn't credible. Classes resume after lunch.
