The organizer of a committee to recall state Sen. Luther Olsen (R-Ripon) delivers 24,000 signatures to the Government Accountability Board. If at least 14,733 signatures are valid, it will trigger a recall election. A nonplussed Olsen tells the Wisconsin State Journal, "You know, this is the way democracy works."
A stray dog abandoned in a Kentucky trash bin and later brought to the UW-Madison vet hospital in critical condition is released to a foster care home. Mayor Paul Soglin is sworn in, beginning an unprecedented third stint as Madison mayor, following an unusually emotional meeting in which the Common Council bids fond farewell to Mayor Dave Cieslewicz, now once again Citizen Dave. Joe Parisi is sworn in as Dane County executive, replacing Kathleen Falk, who stepped down early from the post.

The Wisconsin State Journal reports that a proposal to split UW-Madison from the UW System is losing steam in the Legislature and unlikely to happen because it is too expensive.
Supreme Court candidate JoAnne Kloppenburg asks for a recount in the April 5 election, saying it would "establish where votes were incorrectly tabulated and expose if irregularities compromised the electoral process." Whether or not the outcome changes, she says a recount will shine "necessary and appropriate light on an election which, right now, seems to many people suspect." Kloppenburg also wants the Government Accountability Board to appoint a special investigator to probe the Waukesha County Clerk, who belatedly reported returns that gave the lead to her opponent, David Prosser.
