The Republican-controlled Joint Finance Committee approves Gov. Scott Walker's plan to delay expanding Medicaid coverage to poor childless adults for three months. Walker proposed this delay to pay for continued coverage for 72,000 parents and caretakers who, under his plan, are expected to lose Medicaid because they earn more than the poverty level.

The Department of Natural Resources reports that hunters killed 226,582 deer during 2013's nine-day gun season, which is a 7% drop from last year. Officials say cold weather might have played a role in dissuading hunters from spending long hours in the woods.
A federal appellate court in Chicago hears arguments from the state Department of Justice and Planned Parenthood over a portion of a new state law that requires abortion providers to have admitting privileges at a nearby hospital. This piece of the law is currently under a court injunction.
