The Dane County Board passes a resolution opposing a $400 million biodefense lab in the town of Dunn. The UW-Madison wants to lure the federal lab, which would study dangerous and exotic diseases, to the site. The board's resolution could hurt the UW-Madison's chances of being selected as a finalist, as "community acceptance" is one factor the feds say they'll consider.
The Sierra Club sues the UW-Madison, saying its 53-year-old power plant violates the Clean Air Act. The Sierra Club says the university did not install modern pollution controls when it upgraded the coal-burning plant.

About 12,000 people turn out at the Kohl Center to hear the Dalai Lama. The Tibetan spiritual leader's visit raises half a million dollars for a local Buddhist group, which will distribute the money to charities worldwide.

A fire causes $500,000 in damage to a downtown building that houses apartments and the Pinkus McBride Market and Deli. Fire officials say the blaze at 301 N. Hamilton St. was started by hot charcoal embers that fell from a rooftop grill after firecrackers were thrown onto it.

About three dozen protesters rally outside the Supreme Court at the state Capitol in support of judicial reform. Many have signs critical of West Bend's Annette Ziegler, elected to the court in a fabulously expensive race amid accusations of unethical conduct. But speeches are impossible because of an ear-splitting performance on the floor below - by the West Bend Marching Band. Coincidence?
Madison resident Bob Queen offers to buy part of the playground at Marquette elementary for $250,000 for housing, as part of a pitch to keep the school open. Current plans call for consolidating Marquette with Lapham elementary to plug an $8 million budget shortfall. Supt. Art Rainwater says Queen's money would only keep Marquette open for another year or two.

The state Supreme Court rules 6-1 to let the state Ethics Board continue its case against incoming Justice Ziegler. The board is investigating allegations that Ziegler had a financial interest in several cases she decided as a Washington County circuit court judge. Ziegler had sought to block the case, saying the Ethics Board does not have jurisdiction over judges.

Gov. Jim Doyle unveils a plan to replace SeniorCare, the state's popular prescription drug program, which supplies cheap prescription drugs to low-income seniors. Doyle's plan will offer co-pays as low as $2 and be automatically available for all those currently enrolled in SeniorCare.
